Question
Would the ARC be prepared to accept a tender from a company based outside of Australia?
Answer
Yes. However, successful tenderers would need to be able to enter into a contract with the ARC and comply with any relevant Australian laws, such as GST legislation.
Question
What is meant by making data available to HEPs in section 1.2.5 of the tender? This section is copied below.
1.2.5 The data to be provided to the ARC will be made available to Australia’s HEPs for the purposes of validation and reporting. A full list of HEPs is at Annexure G.
Answer
Service providers must define the set of data provided to the ARC and make this available to HEPs (under licence). The intention is to allow HEPs to obtain the exact data used by the ARC so that they can reproduce indicator data used in ERA. Service providers may charge for this information. However, they should indicate the likely charges in their tender. The likely charges could be expressed by reference to the rate charged to the ARC or under existing arrangements with HEPs.
Tenderers should be aware that the potential costs to HEPs is one of the evaluation criteria used to assess tenders (Section 3.3.12). This criterion is copied below.
3.3.12 The ARC will also have regard to the potential costs to HEPs for the provision of indictor information.
Question
What is the intention of the limited licensing requirement in section 1.2.10 of the tender?
Answer
The limited licence may be used by the ARC to present indicator information about a particular HEP back to that HEP. For example the ARC may wish to provide a HEP with the citation counts and percentile benchmark for each of its publication being assessed under ERA for the purposes of transparency and accuracy. The ARC may also wish to publish analysis, in aggregate, about HEP’s research performance in a particular discipline (for example a HEPs relative citations against world and Australian averages).
