Update on the future of ARC funded research

The ARC outlines changes to the National Competitive Grants Program to better support researchers at all career stages.

The Australian Research Council (ARC) Board extends its thanks to everyone who engaged in the consultation on the discussion paper; A New Plan for ARC Funded Research, released in February 2025. We received nearly 350 submissions representing a range of views on how the NCGP can better support Australia's research and innovation.

Key themes from consultation

We heard that simplifying the NCGP by reducing the number of schemes is welcomed. There was also clear endorsement for greater focus on early career researchers (ECRs) and high-risk, high-reward research. However, feedback suggested that combining these goals in the same scheme would introduce unnecessary complexity. Respondents also identified the embedded fellowship model was confusing and difficult to administer. Lastly, consultation emphasised the importance of ARC support for collaborative research infrastructure, particularly while the landmark Strategic Examination of Research and Development (SERD) is underway.

Proposed model enhancements

As a result of feedback, a number of changes will be incorporated into the NCGP model, including:

  • A standalone fellowship scheme for ECRs. The Board intends to focus on building the next generation of Australian researchers, with ARC fellowships focussed on excellent researchers in the early stage of their career.
  • Opportunities for mid-career and senior career researchers will focus on projects and mentorship rather than salaried fellowships. Additional funding for HDR and post-doctoral researchers will be provided in the Lead and Mentor scheme, and ECRs will be supported in all schemes.
  • A separate scheme (representing a small percentage of NCGP investment) will fund projects for researchers at any career stage to pursue ambitious exploratory research ideas.
  • A sub-scheme under the Collaborate Program will continue to provide funding for collaborative infrastructure proposals.

Next Steps

The Minister for Education asked the ARC to complete this review following the Trusting Australia’s Ability: Review of the Australian Research Council Act 2001. Recognising the broader changes underway in the research sector, the proposed model has been designed with flexibility in mind—able to respond to shifting priorities, policy directions, and research needs.

The ARC, the Board and the Department of Education are working together to deliver a final report to government in Q3 of 2025.
